Honest by construction. Six of the seven tools are classical post-quantum defense — "Quantum" denotes the threat/defense domain, not quantum computation, and no quantum-compute claim is attached to them. Only quantum_consensus runs a quantum circuit, and its hardware claims resolve to real IBM Heron jobs (17-agent φ-weighted consensus, χ²=2596.67, p<0.001). Break-year estimates are illustrative, not measurements.
